Rule 55
Tickets not to be sold

(1) No one shall sell or distribute tickets or conduct such business without the permission (license) issued by the Government of Nepal or under the prescribed conditions.
(2) If any person contravenes sub-rule (1), such person shall be liable to a fine which may extend to fifty rupees. But,
(1) This rule shall not interfere with the following ticket sales:-
(a) Sale of tickets by post,
(b) sale of stamps sold by postal employees on duty,
(c) the sale of stamps by a philatelic bureau or agency appointed by the department,
(d) The person or organization designated by the Director General to sell tickets by publishing a notice in the Nepal Gazette.
(2) The conditions and restrictions to be followed by those who sell tickets or engage in ticket-related business shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
(3) When the International Reply Coupon (International Reply Coupon) is put into circulation, the Director General may set the rate based on the Convention of the Universal Postal Union.
(4) The Director General may prescribe that stamps received for sale from the United Nations should be sold through the Post and Philatelic Bureau.
